This U.S. bank was trying to launch an enterprise-wide Data Governance program that needed to be robust enough to satisfy Basel II compliance requirements, but simple enough for rapid adoption by teams in several business units. The program's initial focus was on Data Governance Agreements and other mechanisms to address change notification, documentation of data definitions and lineage, accountabilities for key data fields, and alignment with risk management and data integrity efforts.
A secondary goal was to employ this same Data Governance framework and processes to support a major new Data Warehouse initiative, using Data Stewards and Technical Subject Matter Experts (SMEs) to capture and maintain metadata in support of operational goals.
Early adopters felt that the bank's initial approach appeared too complicated and difficult to operationalize. And so, the program leaders asked the Data Governance Institute to assess their program and propose a modified framework and processes that could meet corporate goals with minimal impact on the bank's data workers.
The Data Governance Institute mentored a team of technology and business managers and helped refine decision rights and accountabilities for Data Governance, Stewardship, and Metadata Maintenance. We recommended detailed changes to the bank's System Development Lifecycle (SDLC). We helped define and document governance processes. We helped build messaging around Data Governance impacts and expectations, and helped build a communication plan, communication/marketing materials, and Intranet pages.
