Most organizations with formal Data Governance efforts give a significant level of attention to ongoing Data Stewardship efforts, resolving issues that arise as natural conflicts between stakeholders are uncovered, and/or Data Quality efforts.

Typically, organizations choose one of five models for funding such efforts.

Program funding (similar to funding a PMO)
Using a project's budget to fund these efforts
Listing these activities as line items in other projects' or departments' budgets
Charge-backs to stakeholder groups
No funding - treating these efforts as "crack-filler" activities

It should be noted that the last option - treating these efforts as activities to be completed "as time permits" - is rarely judged as satisfactory to Data Stakeholders. On the other hand, sometimes it is the only option available during the period between deciding to start these activities and the organization's next formal funding cycle.
